


LANSING, Mich. — State Rep. Joseph Pavlov this week applauded the passage of House Bill 4664, legislation he proudly supported in the Michigan House of Representatives. The measure amends the state’s vehicle code to make clear that individuals cannot obstruct or interfere with traffic on public streets or highways in a way that endangers others.
The bill ensures that when one person violates the law by blocking traffic it remains a civil infraction. When a larger assembly deliberately obstructs roadways it becomes a misdemeanor with stronger penalties. The measure also maintains important exceptions for utility work and charitable or civic activities when conducted safely and in compliance with local regulations.
“Public safety must be balanced with our citizens’ right to free assembly and expression,” Pavlov said. “This legislation makes that balance clear. We are saying it is unacceptable to jeopardize the safety of first responders, commuters, or emergency services by obstructing public roads while still protecting lawful and peaceful public gatherings.”
The bill received bipartisan approval and now advances to the Senate for further consideration.
